Justice Liu has participated in 21 civil cases primarily involving constitutional law issues since taking his seat in 2011.  He has voted for defendants in seven cases and against defendants 14 times.  Between 2012 and 2016, he voted against defendants in all eight constitutional law cases.  Since that time, he has voted for defendants in seven of 13 cases.

Justice Liu has participated in eight civil constitutional law cases won by the defendants at the Court of Appeal.  He has voted to affirm in two of those cases (both in 2019) and to reverse in six cases (all before 2019).

Justice Liu has participated in ten cases lost at the Court of Appeal by defendants in constitutional law cases, voting to reverse three times and to affirm in seven cases.  From 2012 to 2016, he had voted to affirm all three defendants’ losses he had participated in.  Since then, defendants are 3-4 challenging losses before Justice Liu.
